We find that most abuse occurs because the abuser doesn't realize what they are doing is harmful. They are just "getting their movie" or whatever, and it works for them eventually. Most people getting tubes for free are really happy about it and very sensitive to having that generosity withdrawn. We find that temporarily blocking bittorrenters and then explaining why they were blocked, and explaining that they'll be blocked again if they continue, solves 98% of the problem. They learn that what they were doing is considered abusive because it interferes with others use of the network, and can lead to their priveledges being revoked. Dumb, unmonitored, open access points will eventually get abused to the point that people will lock them down. Don't let that tragedy happen to you! Make the access points smarter and give "abusers" the feedback they want and need! It works for us. As for having your door kicked in, afaict this is exceedingly rare (it has never happened at a Personal Telco node in my 6+ years volunteering) and is an indication that the authorities are morons. You can't rely on an IP address equaling a person. In a recent case up here in Oregon, the authorities bothered to sniff the wifi outside the source ipaddr's home, discovered the perp was not inside, and apprehended the *real* suspect in a nearby house instead. This should be Police Work 101 by now. As far as I could tell from the news story, the police never bothered to so much as knock at the innocent source ipaddr's home.
