Yes, we need consumer routers to allow easy setup of public wifi
on a separate isolated subnet like Meraki does.
My Mount Etna park wifi has been wide open (on a separate subnet
than the secure home network) for 6 years now without incident.
We have some occasional people parked on the street late at night
downloading gigabytes, but we are fine with that in the name of
open. The park is now upgraded to Time Warner DOCSIS 3.0
20/2mbps with 50/5mbps coming "soon".

The USA is behind on last mile bandwidth. Most of my employees
in West EU have 50/50mbps at home now. This is a competitive
threat. This is key infrastructure and the USA government needs
to be more involved in regulation and support of Internet
infrastructure!

It's a bit more than that, they want to encourage router

their private networks. Not a bad idea really.

"We will need a political and technological "Open Wireless
Movement" to reverse the degradation of this indispensable
component of the Internet's infrastructure. Part of the task will
simply be reminding people that opening their WiFi is the
socially responsible thing to do, and explaining that individuals
who choose to do so can enjoy the same legal protections against
liability as any other Internet access
  provider.[12]1 Individuals, including [13]Bruce
Schneier and [14]Cory Doctorow, have laid some of the groundwork.
It's time to spead the message far and wide."
