The reprimand is that their stuff gets broken/stolen/lost. I mean, they're basically leaving their stuff out in a shared environment with limited policing and monitoring. No set of rules or punishment or anything else will stop the behavior to hack on things that are lying around. The space isn't general storage for projects, nor is it a secure storage for anything.
