Why? Probably because of my limited knowledge and experience with cfcontent.
I guess I just overlooked that. I will change it and see if that helps. 

My main concern is why the files seem to get stuck in download and often
come out incomplete and/or corrupt. Could my content type possibly be the
cause?

I believe the only way to force the download window is through javascript...
we had to do this on one app we built and it is extremely annoying because
it depends on the user's browser settings and that is always hard to
predict.
