Well, if you look at the comparison page: http://www.google.com/apps/intl/en/business/editions.html It does say that "Both editions include.Gmail and Google Calendar to help businesses save money and keep employees connected". And that's the 50-user-account-limited one you refer to Dusty, so it seems they're kind of guiding people to the commercial one for business, but it's not mandatory (of course, the features may make a difference, and at only $50 per user account per year, those additions could be cheap for some companies.)
