To my knowledge there is no background-repeat (or backgroundRepeat) in Flex 2 css. If I were to approach this, I would likely use a Tile component (or VBox etc) that is sized to be larger than the Application size or larger than forseable browser resolution settings (this should also work inside most any container component like a Canvas). The Tile component would be placed at the bottommost layer (top of the mxml). The tile would simply be populated with a repeating number of Image components. This way the superfluous Tile/Image content would simple be clipped at the edges.
