So I guess what I'm hearing is that I can't make a menu scrollable. I have to create a container to hold the menu. I was hoping to avoid that, but no big deal.

We just reset the position of the element and set it to visible. If you give it a max height and set the scroll policy, that should work for you as well. If your popup is simply a list component, then the maxSize property should do the trick.
