So I guess what I'm hearing is that I can't make a menu scrollable.  I have
to create a container to hold the menu.  I was hoping to avoid that, but no
big deal.

We have a textarea box that is hidden on creation but will "pop-up" when
called.  We just reset the position of the element and set it to visible.
If you give it a max height and set the scroll policy, that should work for
you as well.

We are not wrapping the menu in a control, just using the menu directly.

If you are using the PopupManager, then your popup is simply a component,
and you can have your component be whatever you want. e.g if you use a
TitleWindow, then you can nest a list inside that has a ir constrains set
such that it will automatically scroll when the list is beyond the fixed
size of it's container. If your popup is simply a list component, then the
maxSize property should do the trick.
