I think what you are asking may be a question that may be interpreted as the 
definition of some of the core behavior of an AIR application.  So, it may 
appear as an obvious, "yes".

Take this as a really loose interpretation, but an AIR application very much 
acts like a Vista gadget that is undocked.  So, remove the Vista and remove the 
copywritten usage of the word Gadget in the context of Vista.  What you have is 
a stand alone application that can reside in the same space and is not limited 
to Vista users and is not made by Microsoft and uses AIR platform.

What you see in the demo is a gadget that acts on its own in the same "space".

If you wanted to get creative in AIR, just create the concept of the Microsoft 
Sidebar (which houses the Vista Gadgets) and then dock your new little gadgets 
into this container that mounts them on the side.

Name it AIRbar.

I'd actually start over and ask why?  You can create basically a gadget looking 
app in AIR.  You can even use irregular shaped AIR apps too.  Check out the 
Adobe AIR marketplace and look for Easy Cheesy, Krispy Kreme, and Dunkin 
Doughnuts for examples.  Recall also, gadgets do not have to live in the Vista 
side bar either.
