These values are totally bogus.  You can't pick dates out of the air
without having any idea what is involved or how much labor force you have
in place.  Even then this sounds like something a sales guy or product
manager would set and then try to hold a development team to.  This type of
deadlines are what get crappy code released.

This is a pretty bold statement from someone that doesn't have any idea
what things currently cost.  I doubt you will get anything cheaper then you
are currently getting it.  Granted you could get a setup for close to what
is currently being charged but you wouldn't have anywhere near the
facilities to host anything close to what contribs.org is currently
offering to you.
