If you are talking about the dictionary that uses Mila's WordNet DB then
it first of all restricted by the inherited GFDL license of the DB.
My general advise to users is to regard this whole dictionary as GFDL
and my advise to contributors is to regard their contribution to this
dictionary as PD.
If someone want to talk with the WordNet guys about licensing issues
please see the discussions in this regard on the Ivrix mailing list and
better contact Baruch Even to understand where it stands (

It's a very nice license based on GFDL but still GPL compatible
avoiding both the various problems of GPL and GFDL.
It's used by kde for their docs and it's even accepted by the debian
people;)
personaly I made that into my preferanble license and I highly recommand
it:)
