The announcement of the assembly will be enough time in advance to allow for people to make sure their emails work. It is a person's responsibility to make sure his email address works, as explained in chapter 16 of the takanon. However, it may be a good idea to add this to the rules.

The protocol discusses how information is transferred, not what information or how it is encoded.

The server and channel will announced by the board as explained in chapter 4. It is up to the board to decide where to coordinate the assembly.

If there is a technical problem connecting, the assembly is cancelled. Maybe it's a good idea to add this to the rules.

As specified in chapter 4, the channel will be announced at least 10 days before the assembly, and that is when the board can change this annoucement.
How can people who can't write or people who can't see participate?
Blind people have means to connect to IRC and to the web. Chapter 8 required the board to enable access to all members with disabilites. There are currently no blind or disgraphic members in Hamakor.
and the בלבד in the end of the sentence is out of place IMOH as it can be read as making sure only people with who uses free IRC client can participate.
The scope of the בלבד was for the words תכנה חופשית - meaning people who only use free software. This is to prevent using, say, an ActiveX control by saying that people who use Firefox on Windows can access it.
BTW in what langauge would the discussions be?what encoding would you use?
This is up to the board to announce before the assembly.
3)How would you make sure the log is not tampred with?
It is up to the secretary of the assembly to ensure a correct protocol. This is true with physical assemblies as well. In fact, in the electronic assembly the can be more easily be checked by anyone who was present.
4)What's the voting system?
A system which enables people to vote.
How would it work?
See chapter 15 of the rules.
How would it make sure to keep privacy of the voters?
It won't. It will publish the names of the voters and their votes for the record. Votes will not be anonymous.
Would it also be on irc?
This is up to the board discretion.

That person can contest the vote (see chapter 17). If the person can't connect due to disability, using free software, or due to excess effort to connect, that person may go to court as the board is breaking the rules.
5) Why do we need 2 groups for voting?Isn't one enough? ( I never saw anything like that anywhere else)
This is to ensure the people close to the operation of the system will not know the votes of the others during the vote.
6) I think you should need 10% of the people to revote or the chairman deciding about it, I don't think any person should be able to just cancell the vote.
It's not cancelling the vote. The worst case is just a re-vote. This will almost never be used, except on contraversial issues, when a person has missed their chance to vote. A repeat vote will only take 3 minutes.
