Yes, exactly, it will make it right to download and share music.
More people will share music, people who doesn't have money now to buy ultra expensive cds will be able to get songs and TV shows for their kids. Is that wrong? More publicity to the owner of the copyright, less money is wasted on distributions and more new bands can sends their songs to the net and make money out of it without selling their souls to the record companies.
How about it? I'm sure you didn't think about that it might actualy support culture in israel right?
As I said above the model of taxing the net connection has a lot of advantages, of course nothing is perfect, you also pay tax now about empty cds you buy, I don't see you go and complain about it. And of course there are more uses to cds beside it.
Music and TV nowdays became very basic product, in the name of social justice you should fight for it being avalible to everyone.
The poor person you talked about above who doesn't have any money, probably doesn't have money to go to concert or hardly any money to buy cds, now all the sudden for not so high sum he can expuse his kids to culture variaty he haven't seen before.
Note also that this will also make it easier for intrenet radio station to brodcast something that can become very complicated now as they need to go company company and ask permission, while if there was a way to distributed money between copyright owner they could use it instead.
It's not the same, You still use the product they produce. Only the way of disribution changed.
This ment to balance between the will of people to use that product, and the right of the copyright owners to get money for that use.

כרגע, אדם עני יכול לשלם N שקלים ולקבל חיבור לאינטרנט.
לפי ההצעה שלך, הוא ייצטרך לשלם 2*N ובתמורה "יסלחו" לו אם יגנוב קצת שירים
וסרטים. אבל העני ההיפותטי שלנו לא בא לאינטרנט לגנוב שירים או סרטים, אלא
כדי לשלוח קורות חיים למקומות עבודה ולקרוא את ויקיפדיה. הוא לא רוצה לשלם

אגב, זה מזכיר לי קטע מהספר freakonomics. עשו מחקר (בישראל!) על איחורי הורים
לקחת בחזרה את הילדים שלהם מהגן. מתברר, שבגנים "רגילים" (בהם הגננות לא מרשות
לאחר) תופעת האיחור קיימת, אבל קטנה. היו גנים שניסו לגבות תשלום נוסף על איחור
(למשל, שקל על כל דקה נוספת שהילד שלך בגן) וציפו לראות איך האיחורים יורדים.
אבל, קרה בדיוק ההפך! אנשים אמרו לעצמם שאם הם כבר משלמים על האיחור, אז הוא

תאר לך שחברות מכונות הכתיבה, שנפגעו מהמצאת המחשב, היו מבקשות הטלת מס על כל
מחשב חדש שילך אליהם? או מה דעתך על מס על מי שתייה כדי לצמצם את הפסדי חברות
בקבוקי השתיה בכל פעם שאתה שותה מהברז? או מה דעתך על מס על טלפון, כדי לפצות
את חברות הדלק על כך שהטלפון חוסך נסיעה? או אולי מס על דואר אלקטרוני לפצות
