Sounds like a pretty simple thing to do with a fixed node on Linode (or similar) and a nightly spot instance on Amazon doing the heavy calculation. the spot instance can be a pre-built AMI or some small puppet or chef-solo setup procedure to a regular Debian image like Punch's. my guess is it will cost less than 420 a month, but the exact calculations need to be made based on real tested data.
But DO consider that cloud hosting outside Israel does mean a net latency bump, even if on the other hand it allows easy horizontal growth. Another option is of course to approach IsraGrid <http://isragrid.org.il>and see if they would like to donate some cycles for the cause. Since this is a project promoting open data, it's even possible to get donations from government bodies and such, I'm sure the people of the public knowledge workshop are on this list and can tell you more.
