Before we introduce logging at all, we should consider who we would be
logging for; ourselves, our developer-users or our developer-users'
administrators.  Why wouldn't we use jdk1.4's logging API?  Why discuss
logging before we get to the real discussion of what shape this project
is going to take after a 0.85 release.
