A step may be to leave the name attribute as a struts-style
reference (deprec., for compatibility), but then add a "value"
attribute that would be evaluated as el (as it would be in a
jstl tag). I would not allow the user to limit the search of the
scope to a particular context; it would be implemented as
pageContext.findAttribute(..).
The implementation could be something as naive as
