This has been implemented in a different way, using titleKey and a user-specified 
resource provider (which can wrap the underlining framework implementation).
Since i18n is (at least should be) handled consistently in a whole application, a 
table-specific decorator was probably not needed.

Posted this to the dev-ml some days ago, but didn't get any reply, so I'll try to get 
some attention here ;)

I've just made a small patch to allow header decoration: it basically adds a 
decorateHeader(String header) method to the TableDecorator, which by default just 
returns it's original value. Users overriding this method could for example plug they 
own i18n system in there or whatever. I've been needing this for a while, so now I 
just took a couple of minutes to do it myself ;-)
