I have a top-level map for my output which has a number of reltables,
linking topics that have been included from second-level maps:

This works fine.
However, I'd like to break out the reltables into separate maps, in the same
directory as the top-level map:

<topicref href="..." format="ditamap">
</topicref>
<topicref navtitle="Exercises" chunk="to-content select-topic">
<topicref href="..." format="ditamap">
</topicref>
<topicref href="./TS_EX_reltable.ditamap" format="ditamap"/>

The reltable in the separate map is exactly as before.
However, in the generated output, the reltable links are now absent.
Am I doing something wrong?
