Thanks, Hussein.
The conref mechanism works fine:
<reltable conref="TS_EX_reltable.ditamap#TS__EX" />
I'm guessing that the paths in the included reltable have to be valid for
the location of the top-level map (unlike map transclusion, where the
second-level maps can be in sub-folders).
Sometimes it seems that DITA has more mechanisms than it needs :-) You're
right at this stage to ignore aspects that are unclear or unnecessary.
One reason why I wanted the reltables separate is that I'm thinking about
generating them using an XQuery, based on keywords, perhaps. So I could then
associate each Training Session having keyword "array", with any Exercise
having the same keyword (and similarly for Reference topics). Since it's
easy to generate sub-maps for individual folders, this would mean that only
the top-level map would have to be constructed manually.

We don't know. You are using the transclusion of maps which is not
really specified by the spec. See Transclusion of maps in
http://www.xmlmind.com/ditac/_distrib/doc/manual/limitations.html
* What you did would have worked if TS_EX_reltable.ditamap contained at
least a topicref in addition to the reltable.
* It's also possible to transclude a reltable using conref. Unlike the
transclusion of maps, transclusion by the means of conref is very
clearly specified.
We currently don't know if we are going to support in a future version
of ditac the transclusion of maps containing only reltables. If you are
really interested, you'll have to convince us to do it.
