We don't know. You are using the transclusion of maps which is not
really specified by the spec. See Transclusion of maps in
http://www.xmlmind.com/ditac/_distrib/doc/manual/limitations.html

* What you did would have worked if TS_EX_reltable.ditamap contained at
least a topicref in addition to the reltable.

* It's also possible to transclude a reltable using conref. Unlike the
transclusion of maps, transclusion by the means of conref is very
clearly specified.

We currently don't know if we are going to support in a future version
of ditac the transclusion of maps containing only reltables. If you are
really interested, you'll have to convince us to do it.
