Please note that the language of the UI of a WebHelp has to adapt to the locale of the web browser containing this WebHelp. In other words, the language of the UI of a WebHelp is unrelated to the language of the document which is displayed by this WebHelp (just like the language of the UI of a web browser is unrelated to the language of the page displayed by the web browser.)
