Yes, that's right.
It is implemented like that this seems consistent with the name
"navtitle". However, if you point us to the part of the DITA spec which
explains that "navtitle" should be used differently, we'll of course
change our implementation in ditac.
Is there any way to get what I am trying to get?
Sorry but the answer is: no, not without modifying the XSLT stylesheets.
