I was not complaining about the XMLMind software or suggesting that it was not 
operating in accordance with the DITA standard.
It is just that both the standard and the software are (by necessity) very 
complicated and therefore I am struggling up a steep learning curve.

I am preparing a proposal to persuade my customer to move their technical 
documentation away from unstructured documentation in MS Word and to adopt 
XML/Dita using XMLMind.    The problem is that they want the ditac output to 
look exactly like the old manual style of documentation they are used to.  I 
have therefore been trying to structure my data and set the xmlMind conversion 
parameters to achieve this.  I have not, however, been able to set up the 
footer in the way they want.

I was hoping that there would be a way of achieving what my end user wants by 
structuring the data differently, by using other elements or attributes that I 
am not yet aware of.  I was therefore asking for advice from someone with a far 
greater knowledge of the subject in the hope that I was missing something 
simple and obvious..

Yes, that's right.

It is implemented like that this seems consistent with the name "navtitle". 
However, if you point us to the part of the DITA spec which explains that 
"navtitle" should be used differently, we'll of course change our 
implementation in ditac.

Sorry but the answer is: no, not without modifying the XSLT stylesheets.
