Sort of -- there are some limitations, e.g., you aren't allowed to
develop GPL-licensed using their 'free' license.

I have the dev version installed on a Windows VM, and the official
Oracle maintainers (Ian Kelly and Matt Boersma) have their own
commercial installation.  We drink the Oracle kool-aid so the other
devs don't have to.
