Something that hasn't been explicitly said yet:

I *don't* think that the design czar necessarily needs to be a
rockstar designer. Their job is not to design everything
singlehandedly. Their job is to shepherd the design process within
django core.

Being well-versed in design is obviously a must, but I posit that
familiarity with the community, core devs, and Django's development
practices are more important for this role than being an A-list
designer.
