If you feel that there is a space that needs to be filled, have at it -- it doesn't cost anything to create a mailing list, so create one, announce it and and start discussing. You don't need an official blessing to do this sort of thing; build it, and see if they come. The only time you need any sort of official blessing is if you want the project as a whole to make some sort of official statement. This would require us, as a project, to work out how we would collectively endorse such a statement, and would probably also involve the DSF engaging lawyers and the like to make sure we weren't putting the project as a whole at any sort of risk. However, if you just want to have the discussion, go right ahead.
