#26986: `force_login` requires `user.is_active` in 1.10

In 1.9, users didn't need to be active in order to be authenticated by
 `force_login` in tests.

In 1.10 it is necessary because it's done through `login`, which requires
 it.

It's either a regression or should be mentioned in the release notes (as
 per bmispelon from IRC).
