I honestly can't find any Trac configuration setting helping for this, but
that's the code retrieving the list of recipients:
http://trac.edgewall.org/browser/trunk/trac/ticket/notification.py?rev=10594#L324
So apparently trac stores the email addresses in the ticket database
itself, if I understand correctly.
