Yes, my hypothesis was wrong, this is controlled by the
`always_notify_updater` parameter.
I can understand that it's annoying for people who have moved on but are
still subscribed to some long standing tickets.
However, regular, active contributors are used to this behavior and rely
on it, so I'm in favor of the status quo.
