Per Debian policy, if I do ship a library, I need a library and a dev
package. Since this is for upload to the Debian archive, that matters to
me :).

I'm mostly curious about the shared library issues; I know libdkim is
intended to be useful in other applications, but I don't know if Murray
intends to generally support it as a shared library.
