You're absolutely correct. Never mind about the comment on the spec. RFC 6651 and RFC 6652 (one of which I was the working group editor for) have the concept of reporting percentage. I suspect that, despite staring at the spec while I was developing the record assistant, I mentally carried the concept over from those documents.
