Reporting Percentage is always 100%. pct= specifies the fraction of
non-authenticated/aligned messages to which the Domain Owner would like
a quarantine or reject policy applied (the balance receiving none or
quarantine treatment respectively).
Replace "Reporting Percentage" with "Apply Policy to this Percentage"?
