I think you're right.  But before the draft is cast in concrete, I've
suggested that the policy action should be in the A-R header because
in some mail systems, mine for example, that's the easiest way to pass
the quarantine advice from the SMTP daemon to the module that delivers
the mail.

My suggestion is dmarc=fail.none dmarc=fail.quarantine dmarc=fail.reject
(that last one if the pct or local policy made it not actually reject)
