No.

I am assuming that working with filtering engines is better than trying
to work with 1-3 billion end users.

There is quite a good track record of working with filtering engines.
There is quite a poor track record of working with end users.

We are already there.  SPF and DKIM and DMARC are examples of working
with the filtering engine.
