Well, for Author Domains publishing "p=reject", we can certainly confuse the issue dramatically. Change the protocol to advocate "silent discard" instead of "return to sender", and then probing gives spammers no idea whether domains are discarding or delivering, and they have no data on their conversion rate for spams received. They don't want to report what they see (victims/sent, much lower than victims/(sent - rejected)), and any numbers they have to support higher estimates are for other domains or growing stale. Author Domains receive a report, they can see if their users are losing mail and let them know.
