An organizational domain is the 'base' name that is allocated from a
public registry; examples of registries include ".com" or ".co.uk".
That says what's needed, says no more, and says it unambiguously.
The nuance of 'assigned authority' invites icann and dns debates we
don't need. It's not that the phrasing is wrong but that it refers to
an issue that isn't relevant here, IMO.
