Well, to be clear about what that would mean: IANA doesn't "manage"
any registries in the sense that they determine the contents.  They
administer the registries under direction from the IETF and/or
designated experts.  So, having IANA administer (or host) the PSL
would still mean that some designated expert or team of such would
have to tell them what changes to make when.

The benefits we'd get from IANA would be a long-term well-known place
to find it, and a process to control the updates.  But the mechanism
for making changes would be the same.
