Sorry, I should have made it clear that my suggestion was in the context of the tree-walk proposal. Douglas Foster had pointed out that tree-walking by itself doesn't eliminate the need for the PSL, because the relaxed alignment rules still require you to know the organizational domain.
Doug misundersands my proposal. The tree walk is instead of the PSL. You look up four levels in the tree and if you don't find anything, you're done.
