Because first you have to figure out where to look for the DMARC record. If you have domains aa.bb.cc.de.us, or ee.ff.gg.hi.us, where do you look for the org records if the domain itself doesn't have a DMARC record? The PSL tells us that they're _dmarc..bb.cc.de.us and _dmarc.gg.hi.us.
