This version requires some revision/ discussion by the WG.
In particular, IANA considerations has two subsections which may neew the
chairs approval.
The concept of debug messages might be dropped or expanded.
The suggestion that a failure report be sent along with other ARF reports for
any or all of the underlying authentication methods could be improved by
allowing multiple message/feedback-report accompanying the same human readable
(1st) part and message content (3rd) part.
