Todd and I have found it much easier to edit the markdown version of dmarcbis
than hand twiddle the XML codes, and I have twiddled more than my share of XML.
I've only occasionally used markdown so it's more difficult that XML for me.
In addition, XML features depend on whether one uses mmark, pandoc, Kramdown or
whatever, an probably varies by version as well. Xml2rfc V3 seems to be quite
stable, and anyway it's the only file which gets posted to datatracker.
