RFCs 6377 and 7960 aren't enough description of the mailing list problem?
I really don't think there's much to be gained by rehashing it, and
certainly not in a charter.  Nothing's changed since RFC 4871.

I think a big part of the problem is that we as a community can't agree on
the definition of "proper" as you're using it.

We also appear to be unable to instill any confidence in list developers
that their participation here would be worthwhile.
