Deprecating ARC does not requiring the overhead of (re-)chartering a
working group.
Deprecating ARC also should not require all that much discussion.
Review the I-D for substance, gain agreement on it, and submit the
request to deprecate.
ARC has been a failed experiment for a very long time. It is good and
appropriate to document the failure. But, really, it was pretty much
doomed out of the gate.
