I would like that solutions that work when IPv6 is not present in the access networks are also in-scope for the charter. Consider deployment of IPv6 in mobile hosts/routers within an autonomous system that may be many years away from providing IPv6 to the access networks. If the solution works equally well when the access network is IPv4-only vs IPv6-enabled, then shouldn't it also be in-scope for the charter?
