A full news feed is about 2mbytes per second, a t-1 is about 120K bytes per
second, so you can't get a full news feed through a t1. You can get all
non binary groups through a t1, and you could use a satelllite feed for
incoming news as another option.
If you were sucking news and only sucking some binary groups then you
might be ok on a t1 but you would need to be very selective.

max_speed is a dnews.conf setting, if you were trying to use only half
of your t1 bandwidth then yes you could use this setting, the trick is
to devide it by the number of incoming feed channels you have, so if you have
3 and you want to use half your t1 then say 60,000 / 3 = 20,000
max_speed 20000
