Send news items that you post to the rest of the world, without it posts you
make will never leave your system.

No, you don't, you can safely remove it from newsfeeds.conf, so you
would just have a 'ME' feed and an 'SMTP' feed, e.g.
site me
groups *
site your.mail.server
smtp
