I am not an expert in Desktop Environments, but my uninformed guess is
that getting GNOME available out-of-the-box in Devuan requires some
major work, and in several packages. The main problem being that
providing a "proof-of-concept" is not enough for a distribution like
Devuan, on which several other distribution are based already.

I believe that the thing should work as usually those things work in
the FLOSS community: if there is a pool of interested developers who
want to do it, they should do it, and do it in a sustainable
way. Wishing for GNOME 3 to be available in Devuan would not, per se,
make it happen with higher proability ;)
