Didier, ifupdown is a native Debian package, meaning that it's
developed by Debian for Debian, so upstream in this case is Debian
itself (in the person of the stated Maintainer, Guus Sliepen
<guus at debian.org>).

I agree that modofying the patch to detect whether systemd is running
will increase the probability of it being accepted upstream.
