The reason is that the emacs maintainers wanted to have emacs25 in stretch, but did not manage to fix all the rc bugs in some emacs25-related packages in time for the release, so eventually they decided to skip both emacs24 and emacs25. There was also a ML thread somewhere about that. This sucks a bit, but still....
