The reserved names are in the ICANN application guidebook. There was a multi-year process of breathtaking complexity to come up with the rules in the guidebook. The de-facto reservation of COMP, HOME, and MAIL was later when it became apparent that despite the complex process they'd neglected to consider collisions with existing informal name uses.
