A “review” can have results requiring major changes. But your use here seems to imply “only small changes”. This is incorrect. Documents in WGLC could be found to have problems requiring more work in the WG to resolve. It could be abandoned or largely changed but b response to comments and issues raised. Similar actions could happen during IETF LC and IESG review. Unfortunately, these days a lot of people in various WGs see the WGLC as a deadline to _start_ reading a document for the first time. This increases the risks of WGLC documents needing more work and having issues exposed later in the process than we would like.
